so if the vote is on by a player typing the trigger , if only 3 players vote from 20 players and the enable vote wins by 2 vs 1 , does the plugin execute the command or it needs atleast 50% of the server players to contribute to the vote for it to succesfully work.

i mean if 3 players of 20 players vote , it should be revoked or cancelled or atleast give us the option to set how many vote conturbution needed for the vote to pass

Currently there is no minimum participation percentage. That's a nice addition though. I will add this once I have some more time on my hands
