Public Content Only #20

Hatsu should only accept public content.

Since it doesn't handle JSON-LD, to/cc will be one of https://www.w3.org/ns/activitystreams#Public, as:Public and Public.

There doesn't seem to be any software currently using Public or as:Public, so I'm simply using public().
