Cleanup the header files for tool-api and utility, remove internal dir (no logic change). The goal is to enable tool modules as plugged .so/.dll later. This change the file directories. Please remove your old installation before reinstall.

@qinzuoyan @shengofsun This may break some of the include files used by rrdb as I've moved the files in dsn/include/internal to other directories.
