Another option could be to make the repository private as long as the legal distribution as open source cannot be assured?
I would make the disclaimer more explicit by additionally stating that "It is prohibited to use the package for commercial purposes."

Apparently the documentation website and this repository are quite good referenced in search engines while there are still a few legal aspects that we have to sort out before we can publish this openly. The fact that this website is already online has been a source of confusion lately.
Maybe we could (temporarily) change the README.rst https://github.com/inbo/niche_vlaanderen#readme section:
- add a basic disclaimer stating that this website is for testers only
- hide information about the license
