Reduce number of spawner options for forecasters when they start Pangeo This is specifically for the forecaster project

@kaedonkers - Sounds like this might now need to go to 0.8.1 if @DPeterK had pushed some new changes up? Assuming that fixes the build issue otherwise look good.
