Feature/1215 Compatibility with CINC #100

Description

Have each Chef/CINC run use their own version of the configuration attributes with the attributes policy_name and policy_group set to the name of the policyfile and "local" respectively.
Upgrade to latest version of goreleaser (v1.9.2) and integrate it in argo-workflow for tags
Add compatibility with cinc installation on windows
Have agent communicate version of cio and chef/cinc along the report of the bootstrap run
