Official docker installation instructions: https://docs.docker.com/engine/install/debian/ The installation is then followed by Linux post-installation steps, which include:

Manage Docker as a non-root user
Configure docker to start on boot
sundry other issues (eg DNS, networking).

The reported issue related to permissioning problems. I'm not sure if Manage Docker as a non-root user steps were followed:

if they weren't, that might be the issue;
if they were, we need to find some way to properly identify/isolate, replicate and debug the issue.
