Issue with "Conformity" of table 19 in TG Download Services #86

There seems to be a mistake in the row describing Conformity in table 19 in the TG Download Services. It refers to conformity to the Data Specifications. However, according to the TG Metadata (v2.0.1), a download service should declare conformity to the Network Services Implementation Rules.

I looked at this in some more detail. In the IRs for MD, indeed 1..* values for the conformity MD element are required for spatial data services, and conformity should be declared against the IR for data and service interoperability.

I agree that declaring this conformity does not make any sense for NS (while it does make sense for SDS), but formally speaking the conformity element has to be provided also for NS (if they are considered as SDS, for which the MD IR are applicable).

So the question is how this requirement should be translated into TG (both for MD and NS) and/or whether a change to the MD IR should be proposed.
