Pre-install all python dependencies #27

Currently we are caching the python dependencies. However, we could also have the nightly docker to simply pre-install all of them. In case a PR of inspire-next requires an updated version then this would installed as usual.

This would make the inspire-next build to gain up to 1.5 minute per worker.
