Refactor 'metrics' module in Medea (#27)

Synopsis

signalling::peers::metrics module gets too big and does a lot of different functional, so it should be refactored.

Solution

• [x] 1. Create service which will be responsible for the RTCStats distribution between handlers
• [x] 2. Separate start/stop detecting logic and ConnectionQualityScore calculating
