I checked out https://github.com/intel/haxm/issues/412, but that does not help.

I disabled all optional Windows features
I disabled core isolation
Still get VMX Supported: No
Double checked with task manager. Shows up with Virtualization: Aktivated.

How can I find out who is using virtualization?

Thanks for your report. Currently HAXM only supports Intel CPU but your host CPU model is AMD Ryzen.
