Add Mexico #19

This comment states there is historical hourly generation per technology data from Mexico

Data is delayed but seems usable for history.

However I'm getting error, maybe due to WAF / Geoblock?

I tried using SOCKS proxy via AWS sa-east-1 Sao Paulo without success.

However I was able to download one month of data using lynx text browser from sa-east-1. Not sure what's going on.
