Create a repo for data pipeline to Netrics data #78

Documentation on how to obtain data collected by Netrics deployment so that it can be further visualized and analyzed.

We've created the netrics-data repository on Github, which contains documentation of the data, resources with information on our deployments and data pipeline, and links to download monthly data aggregated from our devices.

We plan on building out the resources available through the netrics-data repo in the coming months (jupyter notebooks, more documentation, more convenient data access, etc.)
