Fixes issue with newly released Sphinx 1.4.
Adds the shebang to run-tests.sh.

Sorry for the long time to reply. The sphinx issue was fixed by e7fb8b5c9d3038994be59ec93f2fd67065ef2822. It's strange that the travis is passing without any shebang. Can you rebase and add just the shebang? I'll merge it right away.

@jirikuncar I will close this issue as the sphinx config was already fixed by e7fb8b5c9d3038994be59ec93f2fd67065ef2822. This will avoid confusion.
