Monitor managed equipment #3816

Much like for authentication sources, we could allow the PacketFence administrator to monitor the equipment that is configured to work with PacketFence (switches/APs/WiFi controllers). That would trigger netdata / fping checks at a 30 secs interval (or a bit more/less).

This would be good in some cases - like showing that it isn't PacketFence that is dead/not responding, but it's the network connectivity between PacketFence and the managed equipment that isn't working.

Nodes should also automatically be setup to monitor the other nodes in its own cluster and dump this into netdata for historical troubleshooting. This will allow us to differentiate issues between the VM Host with issues on a single VM guest (where the same VM Host is used).
