Initial root readme file for IOF #30

I created an initial draft of a root page for the IOF ontologies. I collected information from far Core, various abstracts, and a press release and placed it in a file.

Please review and edit if you feel inspired or send comments back and I'll try to incorporate the changes.

This top level readme is excellent. Kudos to those who created it!
I saw a few minor editorial problems, so I fixed them, and committed the changes to this branch. I am a neophyte w.r.t. GitHub, but I guess since the changes are approved at the branch level and I am now a contributor to those changes, I can no longer approve this (which makes sense).
