Old version of paket.bootstrapper.exe included in ionide-vscode-paket/release/bin/ folder #53

The version of paket.bootstrapper.exe that is downloaded when a fresh install of the ionide-vscode-paket extension is performed is 1.3.13. This version is broken due to the issue referred to in fsprojects/paket#3065. i.e. it cannot communicate with github.

The latest version of the bootstrapper is 5.148.0.
