Refactor checks #11

@brianmckenna @Bobfrat New branch for the UGRID checks. I've re-written the core checks to improve clarity and to include the multiple-mesh issue from #6. I'm going to close #10

I'll dig in a bit deeper in a while but a general comment is please put the test files in a folder named tests and prefix test filenames with test. cc_plugin_ugrid/tests/test_checker_10. Sidenote: what does checker_10 mean?
