Review MMI IOOS resources for deprecation

I've started reviewing the IOOS resources on the Marine Metadata Interoperability Ontology Registry and Repository since the marine_biogeography one was mentioned in a recent meeting despite being out of date. My understanding is that all of these resources can be deprecated except core_variable and sector. Those two are still maintained and in use.

My proposed changes:

• status: deprecated
• visibility: public (unchanged so users can see the resource has been deprecated)
• update Description with deprecation notice; include link to a resource to use instead if possible (ex: Darwin Core documentation for marine_biogeography)
• add list of deprecated resources to the "Deprecation Notice" in the readme in this repo

Questions for others:

• If you are familiar with these resources and know of a better place to point users to in the updated Description, please let me know.
• I will likely leave Ontology Creator unchanged, but I think Content Creator should be someone currently at IOOS. Any thoughts on who that should be? Should it be the same across all resources or vary depending on the resource topic? Same across all resources would be easier.

From the issue linked above, we should add the https://mmisw.org/ont/ioos/platform vocabulary to the non-deprecate list until we make a revision to the IOOS Metadata Profile.

The MMI 'platform' vocabulary is still referenced as an option for the platform_vocabulary attribute in IMP.

I'm working my way through deprecating the rest of the resources today, but is there any preference on who should be listed as the contact for the remaining active ones? platform, sector, and core_variable

sector lists Emilio Mayorga listed so maybe that one is ok. But core_variable and platform both list Sara Haines.

data.ioos@noaa.gov seems like the best option for contact email. If there's a name field, maybe we can just use 'IOOS DMAC'?

Not sure how flexible the system is.

All of the resources have been updated. I will leave this issue open so people can review & give feedback on the changes. If I don't hear any feedback over the next few days, I'll close the issue.
