Disable setting commit status when in development #64

Finding it increasingly confusing that a job that is under development sets the commit status on the project in Github. We should have a way of disabling this when in development.

Looked around both in our Jenkinsfiles and in the general configuration of Jenkins about this, but finding nothing, so opening issue to come back to it later.
