Current issue - We drag scenario generation actor to the viewport, set up its parameters and it gives runtime error when 'Play is clicked.'

Vehicles need to be set up. This seems to be the issue.

Fitness functions for vehicles and pedestrians will be based on performance. Risky, accident prone behaviors will have lower score if we are optimizing for max. fitness.
