Switch CI to GitHub actions. #306

Travis CI is dead, let's switch to GitHub actions.

@sebbalex of course the elephant in the room is the change in the test file. I don't know why that would be different for Python 3.8 and why just on that single detail. Maybe changes to the underlying XML library?

I think that py38 would be the answer, please wait for a PR that fixes a failing unit tests with py38, then we'll be come back to this ...
