Approved Recommendations: should support entering of Title, add a note that Version is not necessary

Right now the Title isn't allowed and the Version cannot be entered.

Typical line:

ITU-T H.264 (V13) (06/2019): Advanced video coding for generic audiovisual services

And it would be great if the user can just copy/paste this line into the entry box.
