TA hours can be non-integers

Whilst the majority of TA hours are calculated in full 1 hour blocks, there can be occasions where a half hour should be assigned to the TA, but as a professor I am unable to do so.

example: i send my TA to invigilate a 1.5 hour exam, now i must key in either 1 hour or 2 hours for the TA as I cannot give them 1.5 hours.

• Modifying the feature to be able to handle floating point numbers will take additional effort
