ROS 2 Jazzy #66

Jazzy (on Ubuntu 24) is the next major release of ROS 2 (with EOL later than Humble).

Since it may be less stable than Humble and is not officially supported by Isaac Sim and Isaac ROS yet, we will only switch to Jazzy when Isaac Sim and Isaac ROS both support it.

However, it would still be nice to have a testing workspace for jazzy, such as jazzy_template_ws to allow testing new features easily.
