Bad link in external browser. #179

What steps will reproduce the problem?.

Open a link to a static content with the symbol "%" in the link in a external 
browser with double click in the news.

What is the expected output? What do you see instead?

the content is not located due to a link bad forming.

What version of the product are you using? On what operating system?

0.12.3 
Windows 7
configure to use external explorer and show news description.

Please provide any additional information below.

for example a link to this file: "[example] example.zip"
the correct link is: site/%5Bexample%5D%20example.zip
the erroneous link is: site/%255Bexample%255D%2520example.zip

If accessed through clicking the link in the description the link send to the 
browser is the correct. In the case of doing a double click in the news the 
link send is the erroneous.

It also happens using the shortcut "O" or doing "Right button"->"Open in 
browser"
