ci: add build release feature #71

This adds some CI spec files to build-release an amd64 linux bin on every v* tag push. No additional configuration needed, it will run on the next such tag push.

I cherry-picked this to the v2-dev branch and tagged v2.0.0-beta.3 to test triggering a build.
