Update Rhino TypeScript Compiler #750

TS 0.9 just came out, so the current 0.8 compiler is now somewhat out of date. 
I may see if I can help via pull reqeust, but I just wanted to see if this 
could get on your radar.

FYI, the 0.9 typescript.js can be found at: 
http://typescript.codeplex.com/SourceControl/latest#bin/typescript.js

Also, it would be nice to use typescript provided as a webjar.
