Setup documentation

@mentatbot currently the documentation is all in the readme and contributions. Can you change the contributions page to make it clearly that this project is intended to be written entirely by you and if a human wants to contribute they should only do it via making issues and code reviews? And can you setup a documentation website? I've used sphinx with python but I'm sure there's a more natural javascript project to use. Can you move stuff from the readme to that and a roadmap file?
