v1.6.31 - Allow Lowercase Field Names For Sync Rollups

• Updates pipeline to only run SF scanner for dependabot PRs
• Fixes issue discussed in https://github.com/jamessimone/apex-rollup/discussions/562 where sync rollups using lowercase relationship queries in where clauses would not start up properly
