remove no longer needed mirage (xen) cross-compilation rules #29

these were needed before 4.0 (released 2022-03-28), but given that mirage-xen-ocaml was used, this dates back to even earlier times.

so, thanks for having them, but they seem to cause more trouble than they do good.. best to remove code that's not needed ;)
