CSS Anchor Positioning API migration #131

<x-popover>, <x-menu> and <x-tooltip> widgets should be migrated to the new CSS Anchor Positioning API. Currently this API is available only in Chrome Canary, so this task should be delayed until the API becomes available in stable versions of Chrome and Safari.
