Issue description

If you flame a bow and shoot a player, even though pvp is disabled, the player gets burned and deals damage.

Expected result: What were you expecting to happen? That no harm be done
Actual result: What actually happened? That the player gets burned

Steps to reproduce the issue

Enchant your bow with flame
Shoot a player

OS and versions

Plugin Version: dev756
PocketMine-MP: 3.22.2
PHP: 7.4
Game version: Win10

Other Plugins

So many

If you remove all other plugins, does the issue still occur? I don't have any server to test it
If the issue is not reproducible without other plugins:

- Can you provide sample, minimal reproducing code for the issue? If so, paste it in the bottom section.

Shouldn't this be closed since a PR to fix this has already been merged?
