ENTESB-13781 - Initial default dashboards for Fuse

This picks up two example dashboards:

• fuse-grafana-dashboard.yml from https://github.com/abouchama/fusedashboard/
• fuse-grafana-dashboard-routes.yml from https://issues.redhat.com/browse/ENTESB-9739

The Grafana dashboards seem to be in the correct format to be imported by https://github.com/integr8ly/application-monitoring-operator. Unfortunately, I can't test them at the moment to be sure they work correctly.
