"Why isn't my PR on the queue" page #50

Suggestion: can we have a page on the queueboard website where you give it a PR number and it tells you why it's not on the queue? Maybe presented as a list of checkboxes so that authors can learn what they need to do to get their PRs reviewed

98e9960 adds a new page which sort of answers this: it generates a table of all non-draft PRs, showing for each one why they are not on the queue. You can filter that table my PR number, author, PR title, labels etc. to narrow it down.
