As agreed at the September f2f meeting, agenda items that are marked For Discussion_ can be added or modified during the meeting. Agenda items _For Action cannot.

Clarify this at the next Working Group meeting.

After discussion at the Working Group we agreed that items that are marked For Discussion_ can be added or modified during the meeting while items _For Action cannot.

In order to address the apparent contradiction with the statement that anyone can call for a vote at any time we agreed to clarify that if a vote is called on something that was not marked For Action any member may request that the vote be held electronically, to allow time for consultation.

I've made several changes to the language in the Standing Rules to address this issue, and more generally to clean up the language around voting.

This needs careful review by others before we close the issue.
