Expert Group members can be disruptive, uncooperative, or unresponsive, but Spec Leads can be unresponsive or inactive? Shouldn't these lists be the same? Is a Spec Lead allowed to be uncooperative or disruptive? Is an EG member allowed to be inactive?

We discussed this at the September 21 Working Group meeting and agreed that the terms we chose were appropriate. We deliberately used different terms for the EG member and the Spec Lead.

In practice, whatever terms we use, if people are unhappy with the way that an EG member or Spec Lead is behaving they will invoke the relevant process.
