Reported issue is not a complex in nature, however debugging it with Apple Mail.app kind of painful. I will try to address this issue with upcoming release of macOS Catalina support.

Here is the bug I reported:
When I receive a mail I see the date and time stamp is correct (and have double checked this with the senders, to be sure). However, when I reply, the date and time stamp displayed is reduced by TWO hours (my difference here in Belgium to GMT).
