Keep alive #3

Implement keep alive protocol between Meep and Joystick such that if the Meep loses contact, it doesn't drive forever.

This issue is tracking the Joystick side...where we need to send the keep-alive. No ack should be required...and this can be implemented prior to the Meep acting on the keep alive, as the Meep ignores unknown commands.
