Change the volume by 10% when scrolling the volume bar, rather than 1% #386

When using the scroll wheel to change the volume, each scroll is equivalent to 1% of adjustment. The request is to have this so it changes by 10% per scroll

I know there was a special version of 0.15 with this change in posted to the Sonixd Discord, but would be nice to see it added to the main branch
