Protobuf update needed to build(?) #10

Hi there, I'm trying to get protolite building (R is downloading what it's calling 1.8, but I don't see that here) in an Ubuntu Bionic container and protoc throws an error saying that geobuf.cpp needs to be regenerated with a newer version of protoc.

The protobuf-dev and protobuf-compiler packages from the default sources are libprotobuf10/bionic version 3.0.0-9-1ubuntu1 and protobuf-compiler/bionic 3.0.0.9-1ubuntu1.

Just a heads up!

I dug into the repo and I saw 3.5.1 mentioned. It builds when 3.5.1 is installed via anaconda.
