reverse search not searching $HISTFILE in BASH #17

@cloudymax reported this issue, and then I also observed it. Will take a look.

Fixed this issue by just creating a directory for $HISTFILE, did this in a hacky way by just having a readme in the dotfiles in that location (~/.local/state/bash/readme)

This maybe back on my new mac, so I need to figure out why that is 🤷
