simulation switches away from 10s cj breaks #1162

When started on a new server, simulations cj breaks last 10 seconds. After a while, they seem to go back to 10 minutes. As if the competition singleton was recreated and the simulation setting was lost.

observation: the initial simulation triggering window was closed.

Moved the location of the simulation running indicator to a static class variable on CompetitionSimulator
