preparation for going to pypi #15

Some updates to be sure that we all things in place to go to pypi, including support for python 3.11

So everything seems to be in place, I also tested the upload to testpypi https://test.pypi.org/project/smmregrid/0.0.1/ and I did not had any problem. I was also able to install it in my environment and tests are passing. I am going to merge this and to create the package!
