This pull request accomplishes the following tasks:

normalizes license to AGPL3
adds forward support for Python 3 without dropping Python 2.7 support
adds MS VC++ support for extension
adds MS support for curses and GUI applications
migrates to setuptools (and wheels)
ensures repository files included with source and wheel distributions
