Minor Organizational Improvements #8

I have moved some of the C functions you have created to get/set Quartz Display configurations into a separate C file, as it will make it easier for others to share this code in other projects. The makefile has been updated to reflect this, and I also moved from using package-maker to pkgbuild, as package-maker hasn't been included with anything since Apple released the 'XCode 4.4 Axillary Tools collection'.
