feat: frames #1427

now that transaction frames are live it makes sense for us to look into mvp ideas.

first mvp: If you send a link to an anyone can submit contest, the action is submitting. second mvp: If you send a link to a proposal on an anyone can vote contest, the action is voting. and on both of these we always have a button for people to go to the link itself/our site
