Move away from sections tied to bakedness being the primary organizing principle #259

Have a way to elect a primary tag, and then have tags be ordered.

Bakedness perhaps becomes a built in property? Published is the lowest level of bakedness? And readers have to decide how baked they want to see?

There's another issue for getting rid of sections and moving to tags.

You still need a canonical ordering function...
