When creating a thread archive folder, permissions aren't set correctly

Or rather, weren't when Thread Archive 0 was created. Perhaps it was because the production bot hadn't had its permissions set correctly?

If it doesn't happen when Thread Archive 1 is created then we can safely ignore it.

Still happened with Thread Archive 1
