Support setting test unit format programmatically

bwctl should set the test unit format for iperf3 tests. To do so, I needed to 
add a function to set the test unit format in libiperf. Attached is the patch 
to do so.

Looks pretty reasonable.  This would probably be a good backport to a 3.0.x 
release since it's so low impact, and bwctl needs it.
